What is refused
Fiction may go anywhere its subject requires. Two things are refused outright: material that is unlawful in Germany, and material that depicts the sexual abuse of children.
What is declined
Beyond that, work is declined on craft grounds, against the published rubric, and for no other reason. Plagiarism — passing off a human author’s text as your own — is declined and, where a piece is already published, removed.
Disclosure
A disclosure that is knowingly false is grounds for removal. An incomplete record is not.
